“What’s England got to do with it?” Effects of the Bologna-Process in the United Kingdom


When education minister Baroness Blackstone signed the Sorbonne Declaration in 1998, the United Kingdom’s university system undoubtedly occupied the pole position in Europe, accounting to the few top destinations of international students and scholars in the world. Joining the Bologna process – in legal terms a simple convention without any legal obligations – for the UK only seemed to have a rather symbolic effect. Whilst we know about the fundamental changes the process brought to most other signatory countries, England (or the UK) still appears untouched. But it is not. Empirical evidence stemming from a recent major research project on higher education will be provided in order to demonstrate how states underestimate international agreements and why.
